that when I look at the positive derivative increasing, you are saying that "it" is not increasing. That means it is not "essentially flat" nor linear, unless by essentially you mean for the purposes of discussing what to do about it at this exact moment, which that would be fine, but isn't how I read it.
Will that increase become a spike? I don't know, first you'll have to define "spike".
Were they wrong there would be a spike? IMO, it's too early to tell.
Is the reopening a bad idea at this time? IMO, on balance, no.
